NEW YORK – Sen. Barack Obama proposed sweeping regulatory reform for banks and other financial institutions in a speech here today meant to address the sagging economy, a topic of key interest to many voters.

"We let the special interests put their thumbs on the economic scales," Obama said at the Cooper Union for the Advancement of Science and Art. "The result has been a distorted market that creates bubbles instead of steady, sustainable growth; a market that favors Wall Street over Main Street, but ends up hurting both."

The Illinois Democrat's speech comes as the latest figures show the economy sputtered out during the final quarter of last year and is likely doing even worse now as the housing crisis and credit crunch continue to take their toll.

The Commerce Department reported today that gross domestic product increased only 0.6 percent in the October-to-December quarter. In the quarter prior, the economy recorded a robust 4.9 percent growth rate.

The latest data has left economists -- and Obama -- saying the economy is either on the brink or in a recession.

Mayor Michael Bloomberg, who had breakfast with the presidential candidate when he was in New York in November, introduced Obama and noted that Abraham Lincoln had once spoken from the same podium, calling him "another man from Illinois who is also running for president."

Also in attendance was former Federal Reserve Chairman Paul Volcker.

Obama called for numerous changes to the regulation of the financial sector and the nation's markets. He said he sees the economy under strain almost everywhere he goes.

"I see them in every corner of our great country, as families face foreclosure and rising costs. I seem them in towns across America, where a credit crisis threatens the ability of students to get loans, and states can't finance infrastructure projects. I see them here in Manhattan, where one of our biggest investment banks had to be bailed out, and the Fed opened its discount window to a host of new institutions with unprecedented implications that we have yet to appreciate. When all is said and done, losses will be in the many hundreds of billions. What was bad for Main Street turnout to be bad for Wall Street. Pain trickled up.

"That is why the principle that I spoke about at NASDAQ is even more urgently true today: in our 21st century economy, there is no dividing line between Main Street and Wall Street. The decisions made in New York's high-rises have consequences for Americans across the country.

"And whether those Americans can make their house payments; whether they keep their jobs; or spend confidently without falling into debt - that has consequences for the entire market. The future cannot be shaped by the best-connected lobbyists with the best record of raising money for campaigns. This thinking is wrong for the financial sector and it's wrong for our country.

"I do not believe that government should stand in the way of innovation, or turn back the clock on an older era of regulation. But I do believe that government has a role to play in advancing our common prosperity: by providing stable macroeconomic and financial conditions for sustained
growth; by demanding transparency; and by ensuring fair competition in the marketplace.

"Our history should give us confidence that we don't have to choose between an oppressive government-run economy and a chaotic and unforgiving capitalism. It tells us we can emerge from great economic upheavals stronger, not weaker. But we can do so only if we restore confidence in our markets. Only if we rebuild trust between investors and lenders. And only if we renew that common interest between Wall Street and Main Street that is the key to our long-term success."

Obama criticized President Bush for the economy's problems, while also suggesting that presumptive Republican nominee Sen. John McCain of Arizona would bring more of the same.

"After months of inaction, the president spoke here in New York and warned against doing too much," Obama said. "His main proposal - extending tax cuts for the wealthiest Americans - is completely divorced from the reality."

Obama said McCain's proposals this week on the housing crisis "amounts to little more than watching this crisis happen," which he said is "consistent with Sen. McCain's determination to run for George Bush's third term."

In a nod that will likely be well received by bankers, Obama said not all financial institutions should be treated the same.

"We need to regulate institutions for what they do, not what they are," he said. "Over the last few years, commercial banks and thrift institutions were subject to guidelines on subprime mortgages that did not apply to mortgage brokers and companies. It makes no sense for the Fed to tighten mortgage guidelines for banks when two-thirds of subprime mortgages don't originate from banks. This regulatory framework has failed to protect homeowners, and it is now clear that it made no sense for our financial system. When it comes to protecting the American people, it should make no difference what kind of institution they are dealing with."

Obama and his nomination opponent, Sen. Hillary Clinton, have talked about the economy throughout their now 13-month campaign. But their intensity on the topic has grown in recent months, as the housing crisis has deepened and the issue has become of greater concern to more Americans.

Clinton, who gave a speech on the housing crisis earlier this week, is expected to also address the broader economy today while in Raleigh, N.C.

Clinton campaign policy director Neera Tanden issued the following statement in response to Obama: “Presidents have to do more than announce principles. They have to solve problems. At a time of crisis in our financial markets, Sen. Obama announced a series of broad, vague principles, while offering no new concrete solutions to provide Americans with greater confidence in the market or keep them in their homes. The contrast could not be clearer - on Monday, Senator Clinton announced a detailed, specific plan to address the housing and credit crisis. On Tuesday, Sen. McCain announced that he had no plan. And today, Sen. Obama offered just words.”

Following his speech, Obama was expected to hold a fundraiser at New York offices of Credit Suisse, one of the nation's top sub-prime lenders. Clinton's campaign has suggested that is an example of Obama saying one thing and doing another.

Oye... Economics is not an area of strength for Obama. We are not in a recession. In macroeconomics, a recession is a decline in a country's gross domestic product (GDP), or negative real economic growth, for two or more successive quarters of a year. THIS HAS NOT HAPPENED YET! The sky is not falling.

So it appears yesterday in Jeff's Inbox he got the McCain talking points to call Obama a showhorse and Hillary, sniper girl. Today the talking points apparently instruct Jeff and the rest of his pals to repeat Obama and Dukkakis in the same sentence. Don't see how either strategy is going to create jobs in America, stop health care costs from rising, or solve Social Security. Does John McCain's campaign plan to talk about his plans for America anytime soon? I guess when your ideas are stale you just spend your time coming up with cute nicknames for your opponents.

Nice speech again, but short on specifics. More regulation isn't the answer - that just builds up the bureaucracy,adds to the bloated cost of government and compliance, and delays the fundamental changes needed in the marketplace. Change (yes Obama, real change) must come from within the industry to have any real effect. Let a few of them fail, and endure the short-term pain. The long term benefits will be worthwhile.

Once again Obama tells how great everything is going to be but never actually tells you how he is going to do it. How on earth does tightening regulations help to stimulate the economy. I would love to hear the Obamabots explain that. It actually hurts it and people who are any kind of credit risk at all will never be able to get a mortgage under more regulations. Also every time the government interevenes into the economy the are ALWAYS unintended consequences that hurt EVERYONE. I am sorry but raising taxes on individuals and businesses will only make things worse. We need to concentrate on letting people keep more of their own money and stopping all the crazy government spending over the last 10 years. The only way to really help ALL PEOPLE is to let them keep more of the income. It really is that simple. I am not a Bush fan but when his tax cuts expire people making $50,000 a year are going to be paying $2000 more a year in taxes. Peoople making between 35-40000 are going to be paying $1800 a year more in taxes.

Okay, so for all of the "experience" Senator McCain has, he offered up no real plan in his speech on the economy. He instead put the blame on home-owners who should have known better. When you hear in the news that people who thought they were signed up for fixed rate mortgages were in fact lied to and given adjustable rate mortgages, it makes you question Senator McCain's logic.

I am tired of hearing about Barak Obama's "inexperience". Because it scarcely matters if you have the experience if you are still going to make poor choices.

George Bush was Governor of Texas, which seems to have qualified him for the presidency for two terms...and look where that has gotten us.

Senator Ted Stevens of Alaska has been in office before I was even born and he seems to think that the internet is "a series of tubes".

I could go on...


All of the Obama haters are looking for anything to throw back at him. All of the people who want serious change in this country should look at what the candidates are saying. Obama has the courage to say what he honestly believes. Senator Clinton is too busy bieng shot at while landing in a war zone. Oh, I'm sorry - that turned out to be a total non-truth. We all need to take an individual look at this country and try to visualize where we are all headed. If there are others who feel that "down the tubes" is not a place we want to see America go, then vote for Obama. Remember, the old ways aren't working! We need a new infusion of ideas. The point of the Obama speech on the economy was to get us to think differently about the culture of business, the market and the middle class. He has an incredible way of calling our nation not just to change what we do, but to change how we think about what we do or about what we leave undone.

Today Obama announced that as presdient he would change the top down,supply-side economic culture that favors the wealthy and corporations to a middle-class friendly economy that empowers working people to live above poverty. "If you work you should not be poor" is the Obama economic creed. Unlike classic liberals Obama emphasizes empowerment over entitlements.

He will have to reverse tax cuts, thereby, essentially raising taxes in order to pay for his economic stimulus program and the other initiatives namely college credits, elderly tax exemptions and a middle-class tax cut.

He will be able to reverse the "Bush tax cuts only if he sticks with the top 1% only. That means households making 300k or more. If he gets beyond that margin he will be fairly accused of the ol'tax and spend.

What concerns me most about Obama is his Marxist/communist views. Most readers are too ignorant to read between the lines and understand Obamas worldview and ideaology, but I fear Obama will wreck the economy if his views and ideas were to stay long term. If anybody has studied liberation theology, it is nothing more than the poor stealing from the rich in the name of justice/virture/God.

Let's look at for instance his views on 'fair pay'. He wants the GOVERNMENT to determine and control what somebody is paid. That is determined by a free market. He just doesn't GET IT! He will cause the hard working and well educated to give up, and the freeloader to continue in his way. This man is not ready for office. We don't need a Marxist in office.

In the likely event that we switch into recession before January 20, 2009, President George Walker Bush will have presided over TWO economic recessions when President Clinton presided over ZERO.

Some highlights:

"Federal spending (aka "big government"): It has gone up an average of about $50 billion a year under presidents of both parties. McCain laid out his "bold, bold" plan to deal with the mortgage crisis and the economy yesterday:

SANTA ANA -- - Sen. John McCain addressed the mortgage foreclosure crisis and the weakening economy in a speech in Santa Ana today but offered no major prescriptions for quelling turbulence -- instead calling for two panels to look at the problems.


Wow! No major prescriptions! Convening two panels! Can the electorate bear such vigorous and inspirational leadership? Such decisive, hard-nosed specifics issuing from the bowels of a proposed third Bush term?

Of course, for more than four years, McCain has had an opportunity as a senator to address the shaky underpinnings of the loan industry's effect on the economy and has refused to do so. Via Think Progress's new Wonk Room, check out the facts and weep:

– McCain voted against discouraging predatory lending practices. In 2005, McCain voted against an amendment prohibiting law-breaking high-cost predatory mortgage lenders from collecting funds from homeowners who are forced into bankruptcy court. [S. 256, 3/03/05]

– McCain failed to vote on bill to overhaul mortgage lending practices of FHA.In 2007, McCain failed to vote on passage of a bill that would overhaul the mortgage lending practices of the Federal Housing Administration (FHA). The bill would reduce the required minimum down payment for an FHA-insured loan and simplify its calculation, requiring a flat 1.5 percent of the appraised value of the home. [S. 2338, 12/14/07]

– McCain failed to sign on to the Predatory Lending Consumer Protection Act. In 2003, McCain failed to add his name to this legislation, which was intended to "protect consumers against predatory practices." The bill, which was endorsed by a host of civil rights and housing advocates, including the U.S. Conference of Mayors, ACORN, and the Consumer Federation of America. [S. 1928, 11/21/03]

– McCain failed to sign on to Truth in Lending Act. Less than four months ago, McCain failed to sign on to this bipartisan initiative providing protection to consumers taking out home mortgage loans. Among other measures, it was designed to "establish new lending standards to ensure that loans are affordable and fair." McCain also refused to co-sponsor this legislation in the 107th Congress as well. [S. 2452, 12/12/2007]

Obama campaign spokesman Bill Burton was singularly unimpressed with McCain's "solutions":

It's deeply troubling that John McCain is suggesting that the best way to address the housing crisis is to sit back and watch it happen – which is just further evidence that he would continue President Bush's failed economic policies. Barack Obama believes that the job of a president is to lead—and that's why he'll work to help struggling homeowners and lenders rework existing subprime loans into affordable long-term fixed loans, create a foreclosure prevention fund to help keep Americans in their homes, close the bankruptcy loophole for mortgage companies, provide a tax credit for the interest on new mortgages, fight mortgage fraud at every level, and require that borrowers have access to accurate information about their mortgage options.

And lest we forget ... McCain has a long and sordid history of worrying more about the financial welfare of the savings and loan institutions at the expense of the depositors. Democrats should school themselves to remind the public of this every time McCain, the economy, regulation and the mortgage crisis is brought up in the months ahead.

Obama’s efforts to connect to the Republican Party, specifically Bush, and Dick Chaney, of the Halliburton Company, dates back to the Presidents Grandfather, Prescott Bush, and indeed Chaney was once an executive officer of Halliburton.

The American military pounds Iraq with Artillary, bombs, and the like, destroying large sections of cities, and infra-structures, then Halliburton comes in to rebuild. Halliburton and Halliburton associated companies have raked in ten’s of billions.

Obama is just like the BIG HALIBURTAN. Haliburton has contracted to build detention centers in the U.S. similiar to the one in Quantanammo Bay, Cuba. Halliburton does nothing to earn the Two Dollars for each meal an American Serviceman in Iraq eats.

Halliburton was scheduled to take control of the Dubai Ports in The United Arab Emiirate. The deal was canceled when Bush was unable to affect the transfer of the American Ports.

Now we see what some might suspect as similiar financial escapading from the Democrats.

Two years ago, Iraq’s Ministry of Electricity gave a $50 million contract to a start-up security company - Companion- owned by now-indicted businessman (TONY REZKO) Tony Rezko and a onetime Chicago cop, Daniel T. Frawley, to train Iraqi power-plant guards in the United States. An Iraqi leadership change left the deal in limbo. Now the company, Companion Security, is working to revive its contract.
Involved along with Antoin “Tony” Rezco, long time friend and neighbor of Democratic Presidential hopeful Barack Obama, and former cop Daniel T. Frawley, is Aiham Alsammarae. Alsammarae was accused of financial corruption by Iraqi authorities and jailed in Iraq last year before escaping and returning here.

Recently, Obama's campaign staff have been vetted by the IRS to disclose his connection to the criminal money generating underworld. Besides, his connections to the REZCO MAFIA types, his up-coming tax fraud charges — Obama needs to disclose why he is a MUSLIM "PATWANG-FWEEE" and disclose Obama's MUSLIM Farrakhan mob connection to Chicago's Trinity United Church of Christ. Ask yourselves who loses during a recession?

Do the wealthy lose? Not really, they have their corporate cronies and insiders.

A recession effects Middle America more than any other group because this is the group that buys the homes, buys the new cars, and keeps the supply and demand proces in full throttle. When Middle America starts losing their homes, starts feeling the bite to the pocket book, our country will become overwhelmed with supply and no demand.

Now, ask yourself who is responsible for this dilemma. Could it be the industria/ oil barons and wall street CEO's whose profit margins have declined, but whose salaries and incentive packages have not? In fact, Bush/Cheney and his buddies don't feel the pinch (the recession) because they're doing the pinching.

And if President Bush wasn't too busy increasing the legal amount of arsenic allowed in our drinking water, refusing federal money for family planning clinics tghat teach contraceptive use (leading directly to an explosion over the last 6 years in the number of teen pregnancies and STD infections, notably after those rates had been falling for two decades), clearing brush and figuring out how to overthrow Saddam Hussein in the first 9 months of his presidency, maybe he could have instituted the kind of "hair on fire" mentality that the Clinton Administration encouraged around Y2K, leading directly to the thwarting of the Millenium Bombing. It is impossibly irresponsible to NOT EVEN ATTEMPT to pay for this spending TODAY.

George Walker Bush is the most COWARDLY president in American history.
